Stephen Plescow, P.E., President of St. Mawes, LLC has more than forty years experience in real estate development, civil engineering, land planning, zoning and entitlements; and project and construction management.  St. Mawes celebrated its tenth anniversary in 2015.

Prior to St. Mawes, Stephen held senior management roles with national home builders, WCI Communities, Centex, and Toll Brothers as well as international resort developer Intrawest Corporation. He holds a Professional Civil Engineering license in the Commonwealth of Virginia and the State of Michigan. He has extensive experience in both the Washington D.C. metro  market and the Mid-Atlantic region but also has a range of national experience with current and past projects in over twenty states.

Internationally, St. Mawes has completed several U.S. military housing projects in Japan including Yokota AFB, Misawa AFB, Kadena AFB and Camp McTureous Marine Base.  He also also completed a comprehensive civil engineering evaluation and master planning study for a U.S.. Food and Drug Administration Research and Enforcement complex in San Juan, Puerto Rico.

Stephen has particular expertise in the formation and management of project teams, master planning, securing complex zoning approvals and engineering entitlements.  He also has extensive experience in the evaluation of properties for development potential, economic and engineering feasibility.  He has also worked with several clients to evaluate distressed land assets for acquisition, repositioning and value adding improvements. 

Stephen has worked as a design engineer, project and development manager on a wide range of building and land development project types.  This range of experience and roles allows him to be an effective and efficient problem solver.  His academic background includes a Bachelor of Science in Civil Engineering from Rensselaer Polytechnic Institute, along with minor degrees in Architecture and Planning.  Stephen also earned a Masters in Business Administration from the University of Richmond in the evening program while working full time.

The planning and development of major resort and master planned communities is a specialization and one of his strengths.  Significant past projects include: Snowshoe Mountain Resort in West Virginia, Governor’s Land at Two Rivers in Williamsburg, Virginia, The Old North State Club in Uwharrie, North Carolina and Belmont Country Club, Leesburg, Virginia.  Currently, he is directing the planning and development of the Residences at Salamander, a luxury resort residential community adjacent to the world class Salamander Resort and Spa located in Middleburg, Virginia.

St. Mawes is headquartered in Culpeper, Virginia.  Stephen is the former Chairman of the Middleburg Planning Commission and former Vice Chairman of the Middleburg Historic District Review Committee.  He also served as the President of Seven Loaves Services, a local community food bank and charitable foundation.
